FORMER LONG-TIME MIDDLEBURY Town Manager Bill Finger talks with well-wishers at a reception at Two Bothers Tavern on Thursday to honor him upon his retirement. The Vermont League of Cities and Towns, at its annual Town Fair in Essex Junction on Oct. 5, will present its Lifetime Achievement Award to Finger, who recently stepped down after 12 years on the job in Middlebury, seven years in Shelburne and 10 in West Rutland.
