Vermont State Police Log: Two arrested in Orwell burglary

ADDISON COUNTY — Last week Vermont State Police arrested the second suspect in the robbery of an Orwell home.

Between June 27 and 30 the state police received reports of someone in a vehicle driving slowly by houses in Orwell, as if sizing them up for robberies.

On June 30 police received a report of an actual burglary of a Horton Road home in Orwell. Troopers viewed surveillance footage of two people stealing gas cans from the garage at the residence.

Collaboration between the Department of Corrections, and state police in the Rutland and New Haven barracks resulted in the arrest of the two subjects who were identified as Anthony Hall Jr., 30, and Sabrina Burch, 35, both of Rutland.

Hall was lodged on a probation violation by the Department of Corrections on July 1. Burch was arrested on July 6.

Both Hall and Burch were cited for burglary.

In other recent activity, troopers:

•  On July 5 at approximately 9:11 p.m. received a complaint of an assault, which occurred earlier in the day. Police said they investigated and found that James Powell, 69, of Bristol had assaulted a woman earlier in the day. State police found Powell later in the evening and cited him for domestic assault; police said additional charges are pending.

•  On July 6 at approximately 4:59 p.m. responded to a report of a boy in distress while swimming at Button Bay State Park. As reported in Monday’s edition of the Independent, police learned that the boy was trying to swim from shore to a small island a short distance away, located within Button Bay State Park. The boy had successfully made it halfway to the island when he appeared to have trouble swimming, according to police. At this point, the boy yelled to shore for help and his dad, 36-year-old Jason Russell of Starksboro, jumped into the water in an effort to save his son.

But Russell started experiencing trouble swimming as he made his way to his son, according to witnesses. Still, Russell was able to reach his son and lift him out of the water, police said. Russell then started to submerge under water while elevating his son, authorities said.

With rescue officials responding to the scene, Aaron Morris — the boy’s mom — was able to find a kayak and paddled out to her son’s and husband’s location, according to VSP. The boy was able to hang onto the front of the kayak, but Russell at this point was unresponsive, police said. Morris grabbed Russell and tried to lift him out of the water, while some folks in a nearby boat saw what was going on and came over to help. The crew lifted the boy into the boat, but where unable to get Russell into the vessel, according to authorities. Some people in a second boat ultimately arrived on scene and helped get Russell out of the water, police said.

Vergennes Area Rescue Squad, the Ferrisburgh Fire Department, Middlebury Regional EMT and the Charlotte Rescue Squad all responded to the scene and worked diligently to revive Russell, who was still unresponsive when he reached the shore, according to VSP.

 Both Russell and his son were taken to UVM Medical Center, where the boy was evaluated and released and Russell was admitted to the Intensive Care Unit, where he died Thursday morning.

Police do not suspect alcohol or drugs played any role in the incident.

This incident is still under investigation and any witnesses are asked to call VSP at 388-4919 with information.

•  On July 9 at 6:20 p.m. were dispatched to the area of the fishing access on Fern Lake Road in Leicester for a reported assault. While en-route police were told that 19-year-old Wesley Harpe of Leicester had assaulted a 63-year-old Cornwall resident at the fishing access in Leicester. The Cornwall resident was able to leave the scene and get to a safe location to wait for police. While troopers were investigating, Harpe arrived on the scene. When police told him they were arresting him, Harpe attempted to flee on foot. A brief altercation occurred, Harpe was subsequently subdued and taken into custody, transported to the New Haven barracks and lodged at the Chittenden Regional Correctional Facility after being cited for simple assault, violation of conditions of release, resisting arrest and disorderly conduct.

•  On July 10 at 12:30 p.m. went to investigate a report of a family fight in Addison. While responding to the call, state police located Joshua Audy, 24, of Bristol on Route 17 in New Haven, and reported that Audy had violated his court ordered conditions of release. The trooper took Audy to the New Haven barracks, cited him for violation of conditions of release, and let him go.

•  On July 10 at about 4 p.m. were dispatched to a report of an assault at a residence off Route 73 in Orwell. Investigation led to the arrest of Christopher Tarbell, 37, of Orwell; police cited him for domestic assault.

•  On July 10 at 6 p.m. were told of the theft of Weber Q table top grill from Kampersville Campground off Lake Dunmore Road in Salisbury. State police, with the help of the victim, identified a suspect: 24-year-old Elizabeth Capen, who police said was a transient. Police found Capen in the Rutland area and cited her for petit larceny.

•  On July 11 at approximately 1:39 a.m. stopped a car on Route 7 in Pittsford for speeding and suspected the driver, identified as 38-year-old Jeremy D. Yarosz of Brandon of being intoxicated. Police said Yarosz refused to provide a preliminary breath sample sought for DUI screening and so they took him into custody. Troopers cited Yarosz for driving under the influence, third offense, and put him into the custody of the Marble Valley Regional Correctional Facility to be held until sober.

• In the early morning hours of July 13 responded to Hillside Drive in Starksboro for a report of an intoxicated male being disorderly. Upon arrival troopers located Brian Sheppard, 36, of Starksboro lying face down on the front lawn of a residence. Troopers attempted to speak with him and troopers say that Sheppard became belligerent, failed to comply with the troopers’ orders and assaulted a state police officer.

Police arrested Sheppard, took him to the New Haven barracks, cited him for disorderly conduct and assaulting a law enforcement officer, and released him. He is due in court to answer the charges next Monday.
