Editorial: Reflections on ID-4 changes

Posted on April 13, 2015 |
By Angelo S. Lynn

Credit the change in voting on the ID-4 (Middlebury Elementary School) budget to a dedicated group of citizens who took up the long-standing issue about a year ago and pressed ahead with a steadfast campaign to bring it to a public vote.

Editorial: Senate can tweak H.361, but must keep ball rolling

Posted on April 9, 2015 |
By Angelo S. Lynn

As the Senate takes up the House passed education bill, H.361, the goal in the legislation is to take small steps toward progress, allow for local control and not threaten schools or communities with repercussions that cause undue hardship. The legislation does this, ironically, by being purposely imprecise. But it’s that imprecision that critics have attacked.

Editorial: Indiana's hasty retreat

Posted on April 6, 2015 |
By Angelo S. Lynn

The irony in Indiana’s hasty retreat from its recently passed “religious freedom” law is that it was largely led by Republican businessmen, Chamber of Commerce leaders and legislators who realized the bigotry of the law would be damaging to the state’s bottom line. In the Republican arsenal of values-based politics, in this case money trumped religion.

And it did so in a comparative nanosecond.

Editorial: Don't weaken laws that keep our government accountable

Posted on March 23, 2015 |
By Angelo S. Lynn

Open meeting laws are part of state statue to insure citizens are kept abreast of what government is doing. That’s as much true in state government as it is for school boards, town selectboards, zoning and planning commissions, or numerous other committees and subcommittees formed to carry out the important work of government.

In taking on those tasks, the inherent understanding is that the work is to be done openly and within full access of public transparency and participation.

With Statehouse discussion dominated this session by the $112 million budget shortfall and education reform measures focused on consolidation and improving outcomes, energy-related issues have fallen out of the spotlight to the detriment of Vermonters.

Editorial: Dr. Alan Ayer

Posted on March 19, 2015 |
By Angelo S. Lynn

Few people touch the lives of families as directly as do obstetricians, and Dr. Alan Ayer literally touched the lives of thousands of families during his 36-year-career in Middlebury while delivering more than 6,000 babies. For almost all of those years, he worked with his founding partner, Dr. James “Chip” Malcolm, at Addison Associates in Obstetrics and Gynecology, a practice they jointly established in 1980.

Editorial: Don't stop now, your community needs you

Posted on March 9, 2015 |
By Angelo S. Lynn

In the wake of Town Meeting Day, residents may think their exercise in democratic responsibility has been fulfilled. Not so. On the contrary, in almost every town there are important issues that require continued public conversation and engagement.

Certainly that’s the case with the communities whose school budgets were defeated.

Editorial: Voters' message on school budgets — Keep moving forward

Posted on March 4, 2015 |
By Angelo S. Lynn

School budgets around the state, for the most part, fared better this year than last when 34 budgets were defeated in town meeting balloting. Why the difference? Largely because the average school budget increase was held to just under 3 percent, compared to much higher increases in 2014.

But there is also the perception that the Legislature is responding to the changing landscape caused by the steep decline in the number of students in Vermont (it’s down 21,000 in the past two decades), the low teacher-pupil ratios and the consequent high per-pupil cost.

Editorial: Bill promoting vaccinations deserves public support

Posted on March 2, 2015 |
By Angelo S. Lynn

With several cases of measles occurring in the state last year, there is an increasing risk that continuing philosophical exemptions to vaccinations could put Vermont’s public school children in harm’s way. That’s because Vermont’s vaccination rate is coming close to 90 percent, a dangerous territory because below that rate is when contagious diseases — like measles, mumps and small pox — take hold and spread.
