Eric Davis: Democrats have opportunity, challenges

Gov. Shumlin’s decision not to seek re-election next year has accelerated the timetable for Vermont’s 2016 election cycle. Prospective Democratic candidates for governor are expected to announce their intentions within the next few months, rather than wait until 2016.

At this time, the strongest potential Democratic candidates would be, in alphabetical order, Matt Dunne, Sue Minter and Shap Smith. Each of them would bring assets to the campaign, and each would also need to address weaknesses and vulnerabilities.

Politically thinking: Scott's prospects looking favorable

Lt. Gov. Phil Scott has told reporters that he will make an announcement in the fall about his plans for 2016. Scott is seriously interested in running for governor, but he needs some time to work through issues related to the ownership and control of the business he co-owns and manages.

Eric Davis: Alexander Hamilton should remain on the $10 bill

U.S. Treasury Secretary Jacob Lew announced last week that when the $10 bill is redesigned in the next few years, Alexander Hamilton’s portrait will be taken off the front of the bill, to be replaced by an historically significant woman, yet to be determined. While I am all in favor of putting a woman on the U.S. currency, I do not believe Hamilton is the person whose portrait should be replaced.

Eric Davis: Shumlin's decision creates intrigue

Gov. Peter Shumlin’s announcement that he will not be a candidate for re-election in 2016 was surprising not so much in its substance, but in its timing. Governors Dean and Douglas announced their decisions not to run again in August or September of the year preceding the election, rather than 18 months before the end of their terms.

Eric Davis: Bernie can shape campaign agenda

Sen. Bernard Sanders officially launched his presidential campaign in Burlington this week. If the presidential election were held only in Vermont, Massachusetts, New York City and northern California, Sanders might very well win. However, voters from 46 other states will also vote for president, so it is likely that the person who takes the oath of office in front of the Capitol on Jan. 20, 2017, will be either Hillary Rodham Clinton or whoever emerges as the Republican nominee.

Eric Davis: Polls have failed on election front

There have been substantial differences between poll projections and election results in many nations in recent months.

Before last week’s British election, the consensus of all reputable pollsters was that the governing Conservative Party and the opposition Labour Party would each receive around 33 percent of the vote and between 260 and 290 seats in the House of Commons. The Conservatives ended up with 37 percent of the vote and 331 seats, compared with Labour’s 30 percent of the vote and 232 seats.

Eric Davis: Sorrell's funding draws scrutiny

Last month, Attorney General William Sorrell filed a campaign finance complaint against 2014 Progressive lieutenant governor candidate Dean Corren. Sorrell claimed that Corren, whose campaign was publicly financed, received an illegal in-kind contribution from the Democratic Party — an e-mail blast estimated to have a value of $255 — and failed to report it. Sorrell’s complaint sought $72,000 in fines from the Corren campaign for the alleged violation of $255.

Eric Davis: Beverage tax would hurt the poor

Legislative committees are considering whether to impose a 2-cent-per-ounce tax on sugar-sweetened beverages. In my opinion, this tax will raise less revenue than its proponents expect and will adversely affect low-income households and small retailers.

Lawmakers are considering a beverage tax in order to increase payments to health care providers whose patients are covered by Medicaid. Because Medicaid payment rates are low, providers shift their costs to patients covered by employer and individual insurance policies.

Earlier this month, Sen. Bernie Sanders spoke at the Brookings Institution, a think tank in the nation’s capital. The speech allowed Sanders, who is considering declaring his candidacy for president, to become better known to the Washington press and policy community. A video of Sanders’ remarks, and the subsequent discussion with Washington Post columnist E.J. Dionne Jr., is available on the Brookings website.
