Gov. Scott begins era with lofty agenda

MIDDLEBURY — Addison County lawmakers on Thursday applauded the environmental, education and economic development agenda that Gov. Phil Scott unveiled during his inaugural address, but several voiced disappointment the state’s new chief executive didn’t provide more details on how he hopes to achieve his ambitious goals.

Scott, during a speech that lasted around a half hour and was interrupted around 20 times by applause, pledged to strengthen the economy, make Vermont more affordable, and protect its most vulnerable citizens.

Former Vt. Ag chief brings farm resume to job as head of Extension

BURLINGTON — The University of Vermont College of Agriculture and Life Sciences last month named Chuck Ross director of UVM Extension. Until this month, Ross served as secretary of the Vermont Agency of Agriculture, Food and Markets, a position he held since 2011 and the beginning of Gov. Shumlin’s time in office.

Prior to his role as secretary, Ross served for 16 years as state director and senior advisor under U.S. Sen. Patrick Leahy, D-Vt.

Food-related companies get loan assistance from 'SPROUT'

MIDDLEBURY — The Vermont Community Loan Fund (VCLF) has announced the launch of SPROUT, a low-interest, deferred payment loan program for working lands entrepreneurs. The new financing program was created to meet the capital needs of Vermont farms, food producers and processors, foresters, forest products businesses and others in the start-up and early stages of operations. Earlier this year, SPROUT received start-up support from the Working Lands Enterprise Board.

Foundation offers grants to improve access to higher education

MIDDLEBURY — The J. Warren & Lois McClure Foundation has announced available funding for the 2017-18 school year to support projects that create systemic improvement in the access all Vermonters have to postsecondary and career education. A supporting organization of the Vermont Community Foundation, the McClure Foundation envisions a Vermont where no promising job goes unfilled for lack of a qualified applicant.

Birdfeeders help more than birds

VERMONT — Back in September, I put out the bird feeder. I try not to do it too early because, well . . . bears. My feathered friends emptied it in hours. A couple of refills later and I decided I couldn’t afford to put out the buffet that early. The weather was warm; natural feed had to be available.

The birds, ever optimistic, still dropped by. I started writing dialogue for them:

Titmouse: “Nothing here yet. Still don’t know why he stopped.”

Lt. Gov. Zuckerman delivers inaugural remarks

David E. Zuckerman was sworn in as the 80th lieutenant governor of Vermont this past Thursday. The oath was performed, in a packed Senate chamber, by Vermont Supreme Court Justice Beth Robinson.

Following the oath, Lt. Gov. Zuckerman delivered remarks focusing on the importance of family and their guidance.

Vermont minimum wage rises to $10 per hour

MONTPELIER — Vermont’s minimum wage increased from $9.60 to $10 per hour on Jan. 1 in accordance with legislation passed by the Legislature and signed by Gov. Peter Shumlin in June 2014. The tipped-employee minimum wage also increased on Jan. 1, to $5 per hour.

Vermont’s minimum wage will increase in January 2018 to $10.50 per hour, and statutory provisions to track the CPI-U inflation rate are set to resume in 2019.
