Ayer helps chart a new course for health care

MONTPELIER — While Gov. Peter Shumlin has at least temporarily put the brakes on Vermont’s transition to a single-payer health insurance system, that will not prevent key legislative committees from studying and advancing measures aimed at reducing the cost of, and improving access to, health care services.

Legislative Review: Tax complaints lost on some

New legislative session, new legislator, it is going to be a stimulating four months.

The governor set the stage from the beginning of the session with two important speeches. In his inaugural address, the governor focused on two areas — clean water, specifically Lake Champlain and the Connecticut River basins, and renewable energy. In his budget address, Gov. Shumlin spent most of his time on health care, education/property taxes, the Vermont economy and the numbers associated with these subjects.

Opinion: Proposed gun law makes sense

Earlier this month, a bill was introduced in the Vermont Senate to require criminal backgrounds checks for everyone buying a gun in Vermont. This means that people who have been deemed too dangerous to own a gun by Vermont courts because of their past violent actions will not be able to.

End of Small School Grants would hit home

ADDISON COUNTY — As lawmakers wrestle with education funding reform this winter, one idea that has gained some favor in Montpelier is ending “Small School Grants,” extra funding to smaller schools that helps them keep their doors open. Gov. Peter Shumlin, for one, made that recommendation in his Jan. 15 budget address.

In recent years the Legislature has tried to address what lawmakers see as cost inefficiencies in smaller schools by passing laws to encourage unification within and between school districts.

Legislative breakfasts to begin Feb. 2

ADDISON COUNTY — Bridport Grange No. 303 and the Addison County Farm Bureau have organized a series of breakfasts and lunches at which local lawmakers and residents can discuss what is going on in Montpelier during the legislative session.

The 2015 Legislative Breakfast series will debut on Monday, Feb. 2, and include a March 23 luncheon with Gov. Peter Shumlin.

Bray to chair Senate Natural Resources Committee

NEW HAVEN — Sen. Chris Bray had hoped Senate leadership would appoint him to the Natural Resources and Energy Committee this session. The sophomore senator is an avid outdoorsman and he believes the state’s long history of good environmental stewardship should be perpetuated.

But a recent report prepared for the Vermont Legislature promises to be widely read and debated. That’s because it’s about a topic with lots of buzz in every sense of the word: Should Vermont legalize marijuana?

We’ve already decriminalized possession of less than an ounce. Now Vermont is seriously debating whether to join four states and the District of Columbia by fully legalizing the wily weed.

Editorial: Gov. Shumlin's budget sets bold challenges

Gov. Peter Shumlin had little choice in his third-term budget address last Thursday but to propose significant cuts in spending and propose some increases in the state’s revenue stream. The state is facing a $94 million shortfall in fiscal year 2016, and he did what no politician likes to do: propose cuts in spending and tax increases.
