Rail bridges' impact leads to talk of lawsuit

MIDDLEBURY — A group of downtown Middlebury property owners has given municipal and state transportation officials until the end of this month to produce more environmental and safety-related information about the upcoming replacement of the Main Street and Merchants Row railroad bridges, or they will take legal action.

That request is contained in an April 11 letter from local attorney Peter Langrock to the Middlebury selectboard.

Middlebury rail bridges likely to rise after all

MIDDLEBURY — Middlebury’s effort to maintain the height of its two downtown rail bridges received a setback last week with news that VTrans is unlikely to recommend such a concession because two types of train vehicles can’t squeeze through spans with only 18 feet, 8 inches of clearance.

State to consider scaling back Midd RR bridges plan

MIDDLEBURY — Vermont Transportation Secretary Chris Cole has asked the Vermont Rail Council to weigh in on the notion of lowering the minimum clearance requirement for Middlebury’s two downtown rail bridges from 21 feet to 19 feet.

It’s a move that — if approved by the Legislature — could substantially reduce the duration, cost and inconvenience of what is currently a $40 million plan to replace the spans during what could be a four-year work schedule.

Middlebury’s decade-long quest to replace its two downtown rail bridges took a dramatic and expensive turn for the worse in 2015, according to property owners, merchants and residents who figure to be affected by the project.

Local officials had hoped the deteriorating bridges, which carry vehicle and pedestrian traffic on Merchants Row and Main Street above the railroad below, could be replaced for under $10 million during a single construction season, in order to minimize the disruption of detours, noise, dust and the temporary loss of parking spots.

Rail bridges plan could span 4 years

MIDDLEBURY — The proposed fix for Middlebury’s two downtown rail bridges has now been budgeted for $40 million, with construction affecting portions of the village area during parts of as many as four calendar years.

This latest information comes from Vermont Agency of Transportation (VTrans) and Kubricky Construction officials, who recently presented Middlebury officials with a revised budget and construction timetable based on project designs now deemed 60-percent complete.

Summer road and bridge work in full swing in Addison County

ADDISON COUNTY — Motorists are being warned to expect some delays as work gets under way on some major construction projects that will include replacement of bridges and/or culverts in Bristol, Lincoln, Hancock and Bridport, as well as paving work on portions of Routes 22A, 100 and 7.

Josh Donabedian, transportation and energy planner with the Addison County Regional Planning Commission, provided details on the work, some of which has already begun.

Opinion: Rail project a major concern

I’ve become deeply concerned that the proposed railroad bridge/tunnel project may prove to be a disaster for Middlebury. The original objective was to restore safety to the Merchants Row and Main Street bridges. Now, two years later, the project has changed dramatically in scale, shape, character and cost. As currently proposed this project risks incalculable damage to downtown businesses, to downtown activities and consequently to the very fabric of our community.

VTrans planning for Middlebury roundabout

MIDDLEBURY — The Vermont Agency of Transportation has officially added a proposed Route 7/Exchange Street roundabout to its list of priority projects and is now determining the price tag of such an undertaking and how it would be paid for.

The Middlebury selectboard has been lobbying VTrans since 2004 to install a roundabout at that intersection north of the village.

VTrans, city finalize sewer extension deal

VERGENNES — The Vergennes sewer fund should soon be $107,876 richer, City Manager Mel Hawley told Vergennes aldermen at their Nov. 11 meeting.

City and Vermont Agency of Transportation officials earlier this fall agreed on that figure as a tap-on fee to the city sewer system for the historic former Vergennes rail depot, which was moved in October 2012 from North Main Street to a Ferrisburgh site next to the VTrans park-and-ride lot and is now state-owned.
