VERGENNES — A Vergennes man already facing domestic assault charges was cited on Sunday in Stowe for violating conditions of his release because he was staying at a Stowe hotel with his alleged victim, a woman the court ordered him to stay away from, according to city police.

At the same time, Stowe police cited the alleged victim for providing false information to them for claiming that she was the man’s wife when police responded to the scene of a domestic dispute there.

Charged were Russell Hulst, 51, for violating his conditions of release, and Jessica Kimball, 37, for providing false information. Both are residents of Vergennes. Stowe police also took Kimball to a detoxification center, according to Vergennes police.

Vergennes police became involved because a female New Haven Road resident complained she had received several harassing phone calls from Kimball. City police traced the number to a room at the Stowe hotel in Hulst’s name, and said when they called the hotel learned that Stowe police were responding to a domestic dispute in the room. Vergennes police then shared information with their Stowe counterparts.

In other action between April 16 and 22, Vergennes police:
