Partisan attacks against 'the government' mirror tragedy of the commons

A frequent theme in this column is imploring that actions taken by individuals or boards, first serve the common good. In an elegantly written column this week, Ira Chaleff, outgoing chairman of the Congressional Management Foundation, captures this same theme with an apt analogy that addresses today’s congressional dysfunction.
