MIDDLEBURY — Steadily surging enrollment and some cost-cutting has allowed the Patricia Hannaford Career Center (PHCC) board to craft a proposed 2011-2012 budget that represents a 1.05-percent decrease in spending and produces the lowest tuition rate in recent memory.

The PHCC board is recommending a budget of $3,343,333, which is $35,528 less than this year’s spending plan and represents slightly more savings than was requested from the school under the state’s “Challenges for Change” education spending directive.

MIDDLEBURY — The town of Middlebury and a former storeowner have settled a longstanding legal dispute relating to local sales of the herb salvia divinorum.

Middlebury has agreed to withdraw a 2007 emergency health order barring the now-defunct Emporium Tobacco and Gift Shop from selling salvia. At the same time, former Emporium storeowner James Stone has agreed to drop his Vermont Supreme Court action against the town in connection with that 2007 order.

By John Flowers

MIDDLEBURY — Middlebury’s local option tax has generated $1,335,614 in its first two full years of collection — an average of $667,807 annually, which town officials said puts the community comfortably on pace to retire the 30-year-bond for the Cross Street Bridge.

Figures provided by the town of Middlebury show the 1-percent tax on rooms, meals, sales and alcohol generated $202,515 during the third quarter of 2010. That’s the strongest quarter ever, and well ahead of the $186,917 in taxes generated during the same quarter of 2009.

VERGENNES — With the ceremonial flick of a giant switch last Wednesday, developers of the largest solar farm north of New Jersey fired up their $5 million project located on a 16-acre parcel off Route 7, next to Vergennes Union High School.

The project — known as the Ferrisburgh Solar Farm (FSF) — was spearheaded by Ernie Pomerleau and Brian Waxler, who playfully donned sunglasses to soften the glare of a series of strobe lights activated in the VUHS gym at the special unveiling on Dec. 15.
