Lawmakers anxious about federal funding as education, lake cleanup hang in the balance

SHOREHAM — Concern over continued federal funding for the state’s education, health care and Lake Champlain cleanup programs dominated discussion at Monday’s legislative breakfast in Shoreham.

Rep. Dave Sharpe, D-Bristol, called these the “three serious areas of concern” for the 2017 legislative session. All three programs, according to Sharpe, are largely dependent on federal support — which is in flux under the presidency of Donald Trump.

Four seek recently vacated seat on Middlebury selectboard

MIDDLEBURY — What a difference a few weeks can make in Middlebury’s political scene.

No one on March 7 was interested in challenging incumbent selectboard members Brian Carpenter and Laura Asermily in their re-election bids for three-year terms.

But four candidates have now emerged with designs on the one year left on a three-year term recently vacated by incumbent Selectwoman Donna Donahue.

Middlebury-area teachers and board at impasse on new contract

MIDDLEBURY — Addison Central School District directors have declared an impasse in negotiations for a new contract for the newly unified district’s combined 230 teachers, and the two sides will now pick an independent mediator in an effort to make progress.

Peter Conlon, chairman of the ACSD board, stressed that declaring impasse doesn’t mean talks have ended; it simply means the two sides need some assistance in resolving their differences on three major contract areas: pay increases, health coverage and length of school day.

Porter building 'express' clinic for urgent care

MIDDLEBURY — Porter Medical Center has begun construction on a new clinic that will serve people requiring immediate medical services, but who do not require the resources of an emergency department.

It’s going to be called “Porter Express Care,” and it is now being built into a 1,600-square-foot space within Porter’s Collins Building.

Middlebury seeks tax privileges: Special tax eyed for parking garage

MIDDLEBURY — The town of Middlebury is joining a lobbying effort in Montpelier to lift the state’s current cap on the number of towns that can use Tax Increment Financing, or TIF, as a way of bankrolling improvements to public infrastructure.

Specifically, the Middlebury selectboard sees TIF as a potential revenue source for a new downtown parking garage.

“We will not make inroads on a parking garage without something like this,” selectboard Chairman Brian Carpenter said while advocating for TIF at a recent board meeting.

Orwell rejects school unification, faces showdown with state

ORWELL — Orwell residents on Town Meeting Day again rejected a proposal to join a school governance merger with five nearby Rutland County communities, setting the stage for a potential showdown with the state under Vermont’s Act 46.

Orwell residents voted 219-137 against joining Benson, Castleton, Fair Haven, Hubbardton, and West Haven in forming a unified Slate Valley Unified Union School District that would have established one board to represent all of the member schools and create a single K-12 budget.

Voters approve first Addison Central unified school district budget

MIDDLEBURY — Addison Central Supervisory District (ACSD) voters overwhelmingly approved their first-ever unified, K-12 budget on Tuesday by a 1,363 to 466 margin.

The $37.2 million spending plan reflects $30,428,802 in net, local education spending for the ACSD schools serving Bridport, Cornwall, Middlebury, Ripton, Salisbury, Shoreham and Weybridge. That’s around 2.17-percent less than what was budgeted for the combined ACSD schools this year.

Time quickly dwindling for local school boards: Final 10-month terms lack takers

MIDDLEBURY — Town Meeting Day business is most often about beginnings — the start of a political career, the minting of a new budget or the launching of a new program.

But Town Meeting Day ballots in the seven Addison Central School District (ACSD) towns on Tuesday will signal an end of what has been, in some cases, a centuries-old tradition of local school boards.
