April 2016 chronology

April started with a smile for employees of the town of Middlebury, who began working in their new digs the first Monday in April.

The national Month of the Young Child was celebrated countywide with colorful displays of art created by local preschoolers. While the displays certainly brought a smile to the face of passersby, local early childhood educators also intended them as a way to inform the larger public about the importance of the early years in a child’s development.

May took off with a boom — the supersonic boom of Captain Green Up making his annual return to Middlebury Union Middle School to lead students in picking up neighborhood trash for Vermont’s 47th Green Up Day, May 7.

The Lincoln town office staff began working out of their temporary home in the Lincoln Library the first week of May. The library housed the town office from May through early November, as the new building was being constructed.

As June began, Porter Medical Center presented a fiscal year 2017 spending plan of close to $90 million. Among highlights, the budget freed up $4.3 million for Porter to invest in capital improvements. In another important step, PMC formed a 25-member Community Advisory Committee to look into affiliating with larger medical institutions, such as Rutland Regional, UVM Medical Center or Dartmouth-Hitchcock Medical Center.

The $40 million rail bridge project to replace two of Middlebury’s downtown rail bridges was delayed in early August. Though the project was supposed to begin this fall, Vermont Agency of Transportation officials in early August confirmed the delay and said they planned to release an updated timetable in September. Later in August, VTrans officials apologized and vowed to win trust back after selectboard members blasted them for the delay.

During the first week of September, new regulations regarding solar siting and screening took effect. Among other requirements, the regulations demanded that new solar arrays “blend into the surrounding” area and mitigate “adverse aesthetic impacts.”

The summer’s hot and dry weather affected the 2016 apple crop. Orchardists reported in October they had beautiful apples with plenty of flavor, but that the apples were smaller and less plentiful — the crop size was down by about a third. That sunshine did lead to plentiful flowers, however, and a bumper honey crop for local beekeepers.

The drought also affected the Fort Ticonderoga Ferry, based in Shoreham, which closed operations early because of the low water level in Lake Champlain. The ferry began to scrape the bottom of the lake, its owners said.

November brought the news that opposition to VTrans’ $40 million, four-year plan to replace Middlebury’s downtown rail bridges took a new step — a request filed with VTrans by Bristol lawyer Jim Dumont on behalf of downtown property and business owners arguing that the project does not need to follow a 21-foot clearance standard over the tracks that is adding considerable time and cost to the work. Dumont argued the project had been unfairly exempted from environmental and historic preservation review and he raised the prospect of legal action.

As December arrived, Vermont State Police announced the second new commander and third overall this year for the New Haven Barracks. Lt. Jeff Danoski, 47, took over for Lt. Chuck Cacciatore, who took a position with VSP in Waterbury. In August, Cacciatore had in turn replaced Lt. Michael Manley, who was promoted. Book ’em, Danoski.

Shelter sets record for animals served

MIDDLEBURY — Homeward Bound, Addison County’s Humane Society, is excited to announce that they have set a record in 2016 with 908 animals served; 253 dogs, 541 cats, and 114 small animals like rabbits, birds, and guinea pigs. Of the 908 animals, 454 were surrendered by their owners, 234 were strays, and 220 were transferred in from high volume shelters outside Vermont. This far surpasses any previous year, as traditionally the shelter sees 600 animals in a given year.
