Habitat pounds nails on fourth home

MIDDLEBURY — A single mom working hard just to keep four young children clothed and fed, Jill Smith never held on to much hope of owning her own house. It was a dream that occasionally floated through her head as she and her active brood made a temporary home in the basement of a friend’s house.

Chief Lowe pleads innocent; in drug treatment

MIDDLEBURY — The attorney for Vergennes Police Chief Michael Lowe on Monday entered on Lowe’s behalf a plea of innocent to a charge of driving under the influence of prescription drugs at Lowe’s arraignment in Addison County District Court.

According to a Vermont State Police affidavit that became public on Monday, a blood test showed Lowe had traces of six prescription drugs in his system when he was driving a Vergennes police cruiser that hit a parked car on June 7.

Middlebury selectmen hike water, sewer rates

MIDDLEBURY — Ninety percent of Middlebury water and sewer users will see an increase in rates in the fourth quarter of this year, after Middlebury selectmen approved a new rate structure Monday.

Currently, minimum rate users are charged for 7,500 gallons of water and close to one-third of these users are not using the full 7,5000 gallons.

The present water rate is $2.85 per 1,000 gallons used; with a minimum charge for 7,500 gallons that works out to $21.38 for anything up to 7,500 gallons.

Middlebury hydro project scuttled: Holm family cites rising costs, delays

MIDDLEBURY — Citing growing costs and bureaucratic delays, the Holm family has scuttled plans to reintroduce a small-scale hydroelectric power project to the Otter Creek Falls in downtown Middlebury.

Anders Holm confirmed on Monday that his family had just been quoted a price of $1.7 million for the water turbine that would have been the cornerstone of a project that would have produced an estimated 5 million kilowatt hours of electricity per year. Holm planned to market that power to area homes, businesses and the town of Middlebury.

Downtown improvement district eyed for renewal

Governor Douglas on healthcare: federal plan stresses coverage, not prevention

MIDDLEBURY — Gov. James Douglas said last week he hopes federal lawmakers do not pass a healthcare reform bill that simply extends more coverage for the uninsured, but rather that the legislation stresses preventative care, cost cutting and promoting greater competition among private insurers.

Douglas discussed his views on healthcare, a new forecast of a $28 million state budget revenue shortfall and a variety of other topics during an interview at the Addison Independent.

Selectmen, VTrans debate temporary span for Pulp Mill Bridge repairs; work may start in 2011

MIDDLEBURY — Middlebury selectmen are backing off their original pitch to state officials for a temporary span to take traffic from the Pulp Mill Bridge when it closes for extensive repairs, possibly in 2011. They will instead lobby for paving and intersection improvements to handle the extra traffic that will hit downtown during the project.

Caught in a bind: county shelter buckles under influx of homeless cats

MIDDLEBURY — The Addison County Humane Society has rarely turned away an animal during its 34-year history as a safe haven for the lost, abandoned, abused or surrendered.

Now, however, the shelter is seeing a critical number of cats pouring into the facility at a rate that Executive Director Jackie Rose is concerned they cannot keep up with.

“We are facing a cat overpopulation crisis,” Rose said. “The number of cats and unwanted cats that are in our communities is reaching really epidemic proportions.”

Digital storytelling takes Lake Champlain stewardship online

MIDDLEBURY — Bridget Butler is paddling into uncharted territory, searching out the headwaters where new media, local storytelling and ecological stewardship converge.

The St. Albans resident and ECHO Center conservationist is heading up a two-year project that has her scampering around Lake Champlain in person and online to collect stories about the lake that she hopes will inspire stewardship efforts.
