Vermont Congressman reflects on a 'wild' week in Washington

ST. ALBANS — As the threat of another government shutdown loomed on Thursday, Rep. Peter Welch, D-Vt., was busy dealing with an array of fast-changing events that will have varying degrees of impact in Vermont.

“It’s wild,” Welch said in a conversation with the St. Albans Messenger. As he was waiting for the Republicans to offer a plan to fund the government, he refelected on Jerusalem, impeachment and the House firearms vote, all of which had taken place the day before.

The Outside Story: Coyotes are getting ready for winter

Eight years ago, my husband and I planted 128 fruit trees on a hillside, mostly apples, but the back few rows included stone fruits. Our apples began producing with gusto after only a few years. We made gallons of cider and sold bushels of heirloom apples. But the plums have required patience. Their blossoms are so delicate and our springs so unpredictable that after eight years, there are still varieties we have yet to taste.

Nominate a Vermont Small Business of the Year

VERMONT — The Vermont District Office of the U.S. Small Business Administration is accepting nominations for its 2018 small business awards.

Previous Vermont winners include Ben and Jerry’s, Switchback Brewing Company and Mike Rainville of Middlebury’s Maple Landmark, who was 2017 Small Business Person of the Year.

Since 1963, the SBA has recognized the outstanding achievements of America’s small businesses for their contributions to their local communities, and to the nation’s economy. The award categories are:

Bray suggests a per-parcel fee to fund clean water; state officials differ on payment plan

MONTPELIER — Debate in Montpelier surrounding efforts to clean up the state’s waterways has been surging like the Otter Creek in April, but legislative action on funding for those efforts has been moving at a glacial pace.

With that in mind, Sen. Chris Bray, D-New Haven, is suggesting Vermont adopt a per-parcel fee that would yield $18.8 million of the estimated $30 million the state will need to raise during each of the next 20 years as its share of a federally mandated, $2.6 billion cleanup of Lake Champlain and related waterways.

Diplomat offers hope to Mexican dairy farm labor

MIDDLEBURY — Microphone in hand, Consul General Emilio Rabasa addressed Mexican nationals at a mobile consulate event in Middlebury last Saturday, exhorting an assortment of Mexican dairy farm workers to know their rights — rights guaranteed by federal law and the U.S. Constitution.

Later that afternoon he stood in a Middlebury barn chatting with two local dairy workers about their lives both at home and here in Vermont.

Both workers, as it turns out, were from the state of Chiapas — near where Rabasa himself grew up.

What can you remember from 21 years ago? That was 1996.

Anything?

Some of us have incredible memories for random things, like our hair style or favorite sweatshirt. Others remember the feelings around big life moments. Then there are a few, who forget it all.

So, I wasn’t sure if anyone from our 1996 cast of “How to Eat Like a Child: And Other Lessons in Not Being a Grown-Up” was going to remember the show (or me, for that matter) when I asked around last week. But I was wrong. Very wrong.

Education tax rate projected to jump: State officials eyeing 9.4-cent hike

MONTPELIER — Both the average Vermont business and average homeowner can expect a 9.4-cent increase in their education tax rate next year, based on preliminary projections from tax commissioner Kaj Samson.

Statewide, education spending is expected to reach $1.681 billion in fiscal year 2018-2019, an increase of $60.2 million over the current fiscal year.

For a homeowner with a $250,000 house, that means an increase of $235 in their tax bill.

I identify as a first generation college student and as a Black, Muslim woman who wears a hijab. I was born in Kenya and my parents are from Somalia. I got married at 18 years old. I am a wife, full time student and mother. My parents came here because of war and wanted to give my siblings and me an opportunity to receive an education in a safe environment.”

Electric company seeks 5 percent rate hike

VERMONT — Green Mountain Power’s electric rates are slated to rise by 5 percent in 2018 if the Public Utility Commission approves a deal the state’s largest utility reached this month with the Vermont Department of Public Service.

The deal incorporates approximately $18 million due to GMP customers as a result of terms the company agreed to when it purchased Central Vermont Public Service Corp. in 2012.

The proposed 5 percent rate increase is somewhat lower than it would have been without that sum, said Kristin Carlson, a GMP vice president.

Shooters claim success: After 554 bucks taken, rifle season second best in 13 years

ADDISON COUNTY — Area deer hunters enjoyed the second-best rifle deer season since 2005, bringing 554 bucks to Addison County weigh stations during the 16-day season that ran Nov. 11 to 26.

That total of deer taken came just 19 short of 2016’s total of 573, the highest since Vermont wildlife officials in 2005 banned the taking of spikehorn bucks during November’s rifle season, the most popular of the state’s deer hunting seasons.
