Governor proposes a lean state budget

MONTPELIER — There are no “bells and whistles” in Gov. Phil Scott’s 2019 budget, which he unveiled Tuesday.

As expected, there are also no new taxes and no new fees. Nor have any big initiatives been proposed in the budget.

Instead, the governor’s office gave the Legislature a menu of options for solving the state’s $80 million education fund gap last week in the form of a memo. A $150 million prison plan was presented as a report last week, but wasn’t mentioned in the governor’s Tuesday budget address.

Lawmakers review Middlebury rail bridges project, with higher price tag

MONTPELIER — Members of the Vermont House and Senate Transportation Committees last week took testimony on the latest plans for replacing Middlebury’s two downtown rail bridges, and lawmakers appear content to have the project — now estimated at $71 million — begin as scheduled this spring.

The meeting, held last Thursday at the Vermont Statehouse, featured virtually all of the major players in what has been a multi-year planning effort to replace the 1920s-era Main Street and Merchants Row bridges over the railroad.

After Minnie Griswold passed away in 1952, her sons locked up their mother’s house in Pawlet and left all her belongings in place, unaltered. Thirty years later, Pawlet documentarians Susanne and Neil Rappaport would enter the home at the invitation of one of the brothers, Charlie, and go on to produce a collection of hand-colored photographs of Minnie’s home.

Bird smell is nothing to sniff at

I have spent about a decade as a backyard birder and have learned quite a bit in that time. I can instantly recognize the call of a red-winged blackbird and the sweet summer song of the wood thrush. I know a scarlet tanager the moment I see one and can distinguish between the various hawks that inhabit this area. I am knowledgeable about migration patterns, nesting habits, mating and fledging.

But avian olfaction?  Not so much.

“I, Tonya” is not a story about an ambitious mother driving her reluctant daughter. It is about the ambitious daughter who has loved skating since she first stepped on the ice when she was three years old. When her mother, Lavona (Allison Janney) sees that, she devotes her own manic, focused energy to propelling Tonya (Margot Robbie) all the way to the Olympics. In driving her daughter forward, this mother becomes a monster, but Tonya also wants that gold medal.

Grants available to boost local food sales

MONTPELIER — The Vermont Agency of Agriculture, Food & Markets (VAAFM) has announced the availability of up to $60,000 in funding for Local Food Market Development (LFMD) Grants to assist eligible Vermont farmers, businesses, and value-chain facilitators to reach new markets. VAAFM works to support market opportunities with an institutional or other wholesale focus in Vermont.

New federal tax law expected to boost Vt. state revenue

MONTPELIER — State fiscal officials anticipate Vermont tax revenue will increase as a result of the changes made to the federal tax system last month.

While many Vermonters will likely see their federal tax bill go down as a result of the package Congress passed in December, some could see their state tax bill go up.

Gov. Phil Scott’s administration may propose changes to Vermont laws if some groups of taxpayers see their state tax bills increase significantly as a result of the federal changes, according to Tax Commissioner Kaj Samsom.
