Democratic presidential debate to be aired at Paramount, Castleton

RUTLAND — The Paramount Theater and Castleton University present a broadcast of the Jan. 17 Democratic Presidential Primary Debate as part of the 14-month series, Project 240: Celebrating the American Experience. The event on Sunday is at the Paramount Theater; doors open at 7:30 p.m., with the event to start at 8 p.m.

Vermont Governor Shumlin calls for divestment and job creation

MONTPELIER — Gov. Peter Shumlin gave his sixth and final State of the State address to the Vermont Legislature on Thursday.

The uncharacteristically lengthy speech was a victory lap through memory lane, with a listing of accomplishments that lasted more than an hour. In the past, Shumlin, who has difficulty delivering long speeches because of his dyslexia, has kept his addresses short. This time, however, the governor spared no detail and appeared to be determined to defend his three terms in office.

Many farm issues on the docket

Vermont’s new water-quality law comes with many new requirements for farmers. But how Vermont will enforce mandatory agricultural practices is still a matter of debate.

While the House and Senate agricultural committees are considering a long list of issues in 2016, ranging from departmental fees to honeybees, officials say the primary focus will be the implications of sweeping new water-quality standards for livestock and land management.

State cautions snowmobilers to follow guidelines for safe recreation

VERMONT — With snow expected in the coming weeks, the U.S. Forest Service is looking forward to a successful snowmobile season and wants to encourage all riders to put safety first. Green Mountain National Forest (GMNF) officials are recommending that snowmobilers exercise caution when operating on the National Forest, and all lands, in Vermont this winter. GMNF officials remind snowmobile enthusiasts to heed all gates and signs and to stay off roads and trails that are closed.

Bear hunting season safe and successful

MONTPELIER — The Vermont Fish & Wildlife Department reports that bear hunters in Vermont had a safe and successful hunting season in 2015. Preliminary numbers show that hunters took 669 black bears during the 83 days of the two-part “early bear season” and “late bear season.” There were also no hunting-related shooting incidents.

Peter Shumlin said he will quietly meet with stakeholders in the massive Middlebury rail bridges project in hopes of defusing, and settling, a growing dispute between the town and Vermont Agency of Transportation (VTrans) officials regarding the size and duration of the estimated $40 million construction plan.

Lawmakers to revisit Act 46 per-pupil spending limits

MONTPELIER — Area school districts struggling to draft budgets that comply with the new per-pupil spending guidelines prescribed by Act 46 might get an 11th-hour reprieve. The Legislature next month will consider amendments to Act 46 that might relax — or postpone — the spending restrictions that are part of the new school governance consolidation law.

Minimum wage increase to take effect

MONTPELIER — Vermont’s minimum wage will increase from $9.15 to $9.60 on Jan. 1. A 2014 law mandates that the wage rise each year until it reaches $10.50 in 2018.

The legislation signed by Gov. Shumlin in June 2014 raised the minimum wage from $8.73 to $9.15 in 2015. After rising to $9.60 in 2016, the wage will increase to $10 in 2017 and $10.50 in 2018. It will be indexed to inflation in subsequent years.

Free Ice Fishing Day celebration to be held January 30

VERMONT —Vermont’s third annual Free Ice Fishing Day is Saturday, Jan. 30. To celebrate, the Vermont Fish & Wildlife Department is holding an Ice Fishing Festival at Lake Elmore State Park in central Vermont.

The festival will be held from 11 a.m. to 3 p.m. The event is free and families with kids are encouraged to attend.
