Search and Rescue bill sent to governor

A statewide search and rescue protocol inspired by an Addison County tragedy has passed the Vermont House and Senate and been sent to the Governor’s office to be signed into law.

The effort to restructure the state’s search and rescue practices was launched by Rep. Willem Jewett, D-Ripton, after the hypothermia death of Levi Duclos, a 19-year-old New Haven resident. Duclos died on a Ripton hiking trail after Vermont State Police failed to initiate a ground search for more than 12 hours after he was reported missing on a frigid night in January 2012.

Final vote in Legislature nears on search and rescue bill

MONTPELIER — The Vermont Senate Government Operations Committee last Wednesday unanimously approved the Search and Rescue Bill, H.182, clearing the way for its passage in the full Senate as early as this week. However, the Vermont House must approve amendments made by the Senate committee before the new search and rescue protocol can be signed into law by the governor.

Senate begins debate on search and rescue bill

MONTPELIER — When Vermont Senate Government Operations Committee chair Sen. Jeannette White, D-Windham, opened a hearing on H.182, the Search and Rescue Bill, last Wednesday she gave a nod toward Carol Ault and Kathy Duclos, who were seated in the cramped hearing room.

The two women are aunts of Levi Duclos, the 19-year-old New Haven man whose death while hiking in January 2012 launched public demand for a change in search and rescue procedures.

House committees tweaking search and rescue bills

MONTPELIER — The Vermont Search and Rescue bill, H.182, is moving forward through the Legislature. After substantially bolstering the bill proposed by a summer study committee, the House Government Operations committee last Thursday approved the bill and passed it on to the House Appropriations Committee.

Appropriations the next day voted out the bill with only a minor technical change.

Panel puts VSP at lead in search and rescue

MONTPELIER — The Search and Rescue Strategic Plan Development Committee has completed its work, approving recommendations and proposed statutory changes to be presented to the upcoming Legislative session. Rep. Willem Jewett, D-Ripton, and former state police search and rescue team leader Jocelyn Stohl abstained from the vote taken at the Committee’s fourth and final meeting in Montpelier Oct. 24.

MONTPELIER — Vermont Fish and Wildlife Commissioner Patrick Berry delivered a well-orchestrated message to the Legislature’s Search and Rescue Strategic Plan Development Committee last week: The Shumlin administration has determined that search and rescue in Vermont will remain under the primary jurisdiction of the Vermont State Police.

Two locals to serve on search and rescue panel

MIDDLEBURY — Two Addison County residents will help draft a new Vermont search-and-rescue policy in the aftermath of the Levi Duclos tragedy.

Participating on the new search and rescue committee created by the Legislature that will help craft that policy will be Rep. Willem Jewett, D-Ripton, and David Shaw, assistant chief of the Middlebury Volunteer Fire Department.

Vt. House updates search and rescue policy

MONTPELIER — The Vermont House on Thursday voted unanimously in favor of a bill that would revamp the state’s search-and-rescue policy in wake of the tragic death of 19-year-old Levi Duclos on a Ripton hiking trail this past January.

The legislation would set up some interim rules requiring Vermont Department of Public Safety, with the help of local emergency organizations, to immediately respond “to every search and rescue call for help, which shall include an immediate call to the department’s search and rescue team.”
