Middlebury tax rate to decrease

MIDDLBEURY — The Middlebury selectboard recently set a 2011-2012 residential property tax rate of $2.5223 per $100 in property value, representing a 4-cent decrease compared to the tax year that ended June 30.

Officials attributed the decrease in large part to schools holding the line on expenses.

Higher cigarette taxes steering some smokers to quit

ADDISON COUNTY — When John St. Germain, 21, of Shoreham made his daily trip to Maplefields to pick up a pack of cigarettes on July 1, he looked past the cashier, realized the price of cigarettes had skyrocketed overnight, pushed his wallet back into his pocket and walked out the door empty-handed, swearing never to buy another pack again.

What happened was the state’s 38-cent cigarette tax increase went into effect, raising the total tax per pack from $2.24-$2.62.

Vergennes gets level city tax rate

VERGENNES — Vergennes aldermen on Tuesday made final a 2011-2012 budget and adopted a municipal tax rate for the upcoming fiscal year that will remain level for the fourth year in a row.

The budget features few spending increases other than a modest pay raise for some city employees.

Leicester wins appeal to state on tax issue

LEICESTER —The town of Leicester early this year successfully appealed to the state of Vermont in the hopes of getting a more favorable education property tax rate, citing a steep decline in property sale values over the past two years.

In a relatively rare ruling, the state Department of Taxes in May approved the town’s requested adjustment to its Common Level of Appraisal, or CLA.

ANeSU taxes rising to make up for deficits

BRISTOL — Tax rates in some Addison Northeast Supervisory Union towns likely will increase in the coming year by a penny more than they otherwise would have as school directors, on the advice of supervisory union officials, try to rein in operating deficits for all six district schools.

ANeSU interim business manager Susan Jefferies shifted into high gear early this month to quickly draw up fiscal action plans for each of the schools after audits released at that time showed the official cumulative deficits that the schools had run.

Vergennes overall tax rate seen likely to fall

VERGENNES — Vergennes aldermen at their May 24 meeting got their first look at a draft 2011-2012 budget that City Manager Mel Hawley said should mean no increase in the municipal portion of the city tax rate if they adopt it as proposed in the weeks to come.

And Vergennes homeowners might be looking at a lower tax rate overall.

The current municipal tax rate rounds to 60.3 cents. The city’s full 2011 residential rate including school taxes is $1.8895, and the non-residential rate is $1.9641.

Health care, pot holes, taxes arouse county breakfast-goers

WEYBRIDGE — Local lawmakers on Monday cited the so-called “provider tax” as a prime reason the state should scrap the current health care system and adopt a single-payer plan.

The House recently passed an increase in the provider tax that is assessed to hospitals, home health care agencies and other providers. It has now been extended to third-party health insurance claims.

Shumlin stresses jobs, health care, and no new taxes

MIDDLEBURY — Gov. Peter Shumlin on Monday praised lawmakers for supporting a 2011 legislative agenda he predicted will lift the state to economy to heights unseen since the tech boom of the 1990s.

“I am really proud of the work that the Legislature has done,” Shumlin said at the weekly Legislative Breakfast held at the Middlebury American Legion. “We are united in what the challenge has been.”

Addison Northwest school taxes falling

VERGENNES — According to estimates released by the Addison Northwest Supervisory Union office, school tax rates in the five district towns will all drop, with the decreases ranging from about 1 cent in Panton to roughly 16 cents in Waltham. This assumes passage of school budgets warned for consideration at town meetings.

The Vergennes Union High, Vergennes Union Elementary, Ferrisburgh Central and Addison Central school boards all proposed lower spending plans for March 1 balloting.

Rising state tax puts Porter in a bind

MIDDLEBURY — Porter Hospital’s ability to participate in Vermont’s health care reform effort could be severely hampered by state budget proposals that would further erode the Middlebury institution’s fragile bottom line.

That was the message on Tuesday from key Porter Hospital officials who face the perennial challenge of delivering cutting edge medical services to a population that is increasingly unable to afford them.
