Level city spending proposed

VERGENNES — City Manager Mel Hawley introduced a draft budget to Vergennes aldermen at their May 8 meeting that could again allow them to keep level the portion of the city tax rate that funds municipal services.

The total of the proposed budget — not including fee-supported sewer spending — is $1,727,963, an increase of about $20,000.

Including $28,039 of charitable requests, the total grows to $1,756,002 and would increase by about $17,000 (because of a slight drop in those charitable requests).

Bristol OKs spending increase

BRISTOL — This year’s Town Meeting Day featured a two-way race for selectboard, a four-way race for school board and the Bristol police budget — a line item that was voted onto the Town Meeting Day agenda earlier this year. But first the town assembled on Monday to discuss a 5.96 percent increase in the amount to be raised by taxes for next year’s municipal spending plan.

Middlebury fire bond leads ballot

MIDDLEBURY — Middlebury officials at town meeting next week will present residents with a property tax-neutral municipal spending plan for 2012-2013, but they also will be asking residents to make some long-term investments in fire protection and economic development.

Middlebury town meeting will be held on Monday, March 5, at 7 p.m. in the municipal gym. Australian ballot voting will take place the following day in the same location, from 7 a.m. to 7 p.m.

Bristol budget would raise taxes 6 percent

BRISTOL — The Bristol selectboard took out its budgetary scalpel at its Monday meeting to further shave down a fiscal year 2013 municipal spending plan.

But despite the board cutting an additional $6,000 from the budget that evening, they OK’d a 2012-2013 spending plan that would result in an increase of $96,647, or 5.96 percent, in the amount to be raised by taxes.

Middlebury uncovers $1.5 M surplus

MIDDLEBURY — Middlebury officials have grown accustomed to looking under rocks and cushions for even the most minute revenues to soften the property tax impact of the annual municipal budget.

On Tuesday, officials discovered a pile of cash — approximately $1.5 million — in surplus funds that will in the short-term assure no rise in the municipal tax rate while unleashing an interesting debate among town residents on how the financial windfall should be allocated in the long-term.

Ferrisburgh board adopts budget; taxes seen stable

FERRISBURGH — Ferrisburgh selectmen on Tuesday approved a roughly $1.619 million town budget for fiscal year 2013, but on Town Meeting Day Ferrisburgh voters will have the option of adding up to $79,000 to that bottom line.

The selectboard’s spending proposal does not include about $29,000 of charitable donations that Ferrisburgh residents typically back in March, plus two articles that would create capital funds: $30,000 for the town’s fire department and $30,000 for the public works department.

Bristol reorganizes budget lines

BRISTOL — The Bristol selectboard at their Monday meeting continued ironing out a proposed town spending plan for the next fiscal year, addressing budgets for the recreation department, the Lawrence Memorial Library and the town’s waste disposal programs.

The recreation department spending plan for next fiscal year, which has not yet been finalized, is likely to see a noticeable hike, according to Town Administrator Bill Bryant.

Voters reaffirm support for $3 million of highway work

MIDDLEBURY — Middlebury voters on Tuesday voted 75 to 17 in favor of affirming a $3 million bond issue to finance various road improvement projects throughout town.

The second Australian ballot vote was needed to affirm a Town Meeting Day vote of 467 to 158 in favor of the bond. That initial vote was improperly warned and therefore had to be ratified.

The proposed 20-year, $3 million bond issue is to take care of 17 different road improvement projects that might otherwise linger on the drawing board.
