Guest editorial: Youth makes a good case for marijuana legalization

Posted on August 3, 2015 |
By Sen. Joe Benning

As a state senator, I’m used to getting missives from countless Vermonters who wish to weigh in on various subjects. But rarely do I get one from someone not even old enough to vote that is well researched and articulated on a controversial subject.

Guest editorial: Educating a skilled Vt. work force starts early

Posted on July 30, 2015 |
By Emerson Lynn

Some call the process glorified babysitting. And expensive. Some say it is the only means by which the state can break the cycle of poverty that traps low-income students in a closed look, low-wage environment.

The issue is universal pre-K education that, beginning next year, will be required in Vermont’s schools. According to the state department of education, over a third of our schools this fall will be ready to offer services to the three- to five-year-olds targets by the legislation signed into law more than a year ago.

Guest editorial: Vermont's economy needs more investment, innovation

Posted on July 27, 2015 |
By Jim Douglas

Moving Vermont’s economy forward requires investments in both innovation and infrastructure.

There’s no shortage of innovation in Vermont — we’re fortunate to have legacy industries and cutting-edge entrepreneurs eager to contribute to our economy and provide good jobs. It’s not easy for them, however. Costs are higher here than in many other places. And too many areas of our state lack critical energy and telecommunications infrastructure necessary to compete in the 21st-century economy.

Guest Editorial: State pushes for better ROI info on higher education

Posted on July 23, 2015 |
By Emerson Lynn

Historically, the Vermont Legislature has used the number of full-time equivalent students to determine how much money to appropriate for the University of Vermont and the Vermont State College system. This enrollment-based funding model has been standard practice here and in most states.

That model is being rethought. As of the first of the year, 30 states have decided to move to a performance-based funding system that pegs at least a portion of the allocation to how well the students do, at what costs, and over what period of time.

Editorial: Fast-tracked out of $100,000

Posted on July 20, 2015 |
By Emerson Lynn

On May 20, when the governor, House Speaker Shap Smith and Burlington Mayor Miro Weinberger awarded the Lake Champlain Regional Chamber of Commerce $100,000 to strengthen economic ties with Quebec, little did they know that “fast-tracking” something would prove so controversial.

That’s what happens when the fast-tracing process also avoids the normal legislative requirements of transparency. Mistakes are made and everyone is put in an awkward position.

Editorial: Potential harm to downtown derails Middlebury bridge project

Posted on July 15, 2015 |
By Angelo S. Lynn

After several years in the planning stage, just what would suddenly prompt members of the Middlebury business community to stridently oppose a $45 million to $55 million project to rebuild two deteriorating railway underpasses in the heart of Middlebury’s downtown?

The simple answer is “mission creep” of a magnitude that could seriously damage the viability of downtown businesses, and irreparably damage the fabric of the larger community.

Editorial: What Vermont needs on water quality is a change in attitude

Posted on July 9, 2015 |
By Angelo S. Lynn

What’s encouraging about Vermont’s Lakeshore Protection Act, which was passed a year ago and became law last July, is that the state bureaucracy has implemented rules that are working to accommodate landowners’ desires while also mitigating further harm to water quality. (See story in today's edition.)

Editorial: It takes a village to keep a festival vibrant

Posted on July 6, 2015 |
By Angelo S. Lynn

As Middlebury’s 37th Festival on-the-Green kicks off this Sunday, we paused to consider what it takes to make a festival so beloved.

It takes a lot of creative energy, hard work, restless nights and thousands of volunteer hours over the past 37 years.

It takes committees researching musical acts for the twice-nightly performances, plus magicians and a whole other set of performers for the kid shows each noon. It means reaching out to them, getting rejections, negotiating prices, and finally booking the 17 acts each year.

Editorial: Voters can take charge of the discussion in governor's race

Posted on July 2, 2015 |
By Angelo S. Lynn

Since Rep. Peter Welch’s announced last Friday that he would seek reelection to Congress and not be a candidate for governor, the governor’s race has become the horse race to watch. Not only will the campaigns be fascinating from a political perspective, but the outcome has the potential to change the state’s present course or build upon the progress made over the past five years. As importantly, the public has the opportunity to mold the debates — especially as it pertains to economic growth.
