Bristol Police Log: Police cite woman for heroin possession

BRISTOL — The Bristol Police Department responded to the Bristol town green on Aug. 1 to investigate two reports of drug use on the town’s central park.

Although Bristol Police Chief Kevin Gibbs said neither the suspects nor drugs were found at that time, the suspects were found with drugs the next day.

On Aug. 2, the police arrested Cassandra Fraser-Brown, 21, of Bristol and cited her for possession of heroin.

She was stopped while driving on Stoney Hill Road for speeding and an “extremely long stop at a traffic light,” as Gibbs put it. The officer clocked her at 47 mph in a 40 mph zone. She also allegedly stayed at the flashing red light by Livingston Farms for more than a minute before pulling through.

A K-9 officer responded to the scene and gave a positive signal. Gibbs did not specify the exact quantity of alleged heroin found on Fraser-Brown, and she was not lodged.

Fraser-Brown and the two other individuals in her car were issued trespass notices for the town green, said Gibbs. He said they aren’t allowed on the green for the next year.

From Aug. 1-15, Bristol police dealt with a range of drug-related incidents and have issued or are in the process of issuing five trespass notices for poor behavior on the town green. Bristol police:

•  On Aug. 1 assisted the Vermont State Police with an intoxicated female at a residence on Route 116 South. Gibbs did not have many details on the arrest, but he said the individual was taken into protective custody and then to the Howard Center Act One Bridge Program in Burlington.

•  On Aug. 1 received a report of two juveniles and a car missing from a Burpee Road residence. The vehicle was found at the intersection of Lime Kiln and Quarry roads in New Haven, and Gibbs believes state police later found the juveniles.

•  On Aug. 1 received a report that Lover’s Lane was blocked by traffic cones without signage. An officer checked on the situation and returned the cones to the municipal office. Apparently somebody moved the cones from elsewhere in town to block the road for no obvious reason.

•  On Aug. 2 received an envelope containing a substance Gibbs said was heroin from a citizen who reported finding it on Main Street.

•  On Aug. 3 assisted the Bristol Rescue Squad with a patient who had fallen from a horse on Mountain Street. The patient was taken to Porter Hospital.

•  On Aug. 3 issued a trespass notice to a Middlebury man at the request of a Pine Street resident.

•  On Aug. 3 received a report of a bike theft on Mountain Street. The owner later found the silver and yellow Mongoose bike on North Street.

•  On Aug. 4 assisted VSP with an underage drinking party on Lower Notch Road. The investigation revealed marijuana plants growing in the garage at the residence.

•  On Aug. 4 met with a Bristol man who reported multiple unauthorized uses of his debit card at an out-of-state location. The police are following up on the issue and hope to work with law enforcement officials in that area.

•  On Aug. 4 received report of an attempted burglary to a Mountain Street residence. An unknown subject allegedly attempted to enter this home. The resident found that somebody had tried to remove the screens and no entrance was made.

•  On Aug. 5 received a report from a West Pleasant Street resident that his car’s tires were flattened with a nail. A suspect has been identified and charges are being considered.

•  On Aug. 5 assisted the Bristol Rescue Squad with a 70-year-old man who had a cut on his head. Rescue transported him to Porter.

•  On Aug. 5 returned a wallet to its owner. A Lincoln man turned in the wallet after he found it in the park the previous night.

•  On Aug. 6 assisted Vergennes police with an alarm at Vergennes Union High School, where several juveniles were located. No further information was provided.

•  On Aug. 6 received a pair of reading glasses that were found in the park. The complainant made a posting on an electronic message board but did not receive a response.

•  On Aug. 6 received a report of a drug deal in progress at the parking area across from Bristol Works, just off of Pine Street. Police did not locate anyone. The suspected dealer was later arrested by another agency for dealing heroin, Gibbs said.

•  On Aug. 7 arrested Mildred Martin for possession of a regulated substance. Police allege that she had a prescription medication that did not belong to her, but the reason they pulled her over was because they received a tip that she had firearms and counterfeit money (more on this story can be found in the Aug. 9 edition of the Independent).

Martin’s fiancé, Royal Palin, vehemently denied these allegations in a phone call on Tuesday.

“We’re not bad people,” he said. “One, we don’t deal in guns, and, two, we don’t deal in counterfeit money.”
