ADDISON COUNTY — State officials investigating a Route 7 crash involving two tractor-trailers last week said both semis and both drivers involved were violating laws. Vermont State Police and inspectors from the Vermont Department of Motor Vehicles Commercial Vehicle Enforcement Unit noted 13 driver violations and 9 equipment violations related to the condition of the trucks at the time of the crash.

The accident at mid-morning on Aug. 23 occurred when Joseph Barwick driving a 2001 Freightliner tractor (with no trailer) southbound on Route 7 at approximately 50 mph applied his brakes to avoid a car and slid left into the northbound lane. Barwick’s tractor struck a northbound 2003 International tractor-trailer driven by Ivy Williams, 51, of Harrisonville, Mo. Williams’ truck, carrying a carnival ride to the Champlain Valley Fair, went off the road and rolled. Route 7 was closed to traffic for five hours. No injuries were reported.

After wrapping up their investigation late last week, Trooper Justin Busby of the New Haven barracks and Capt. William Elovirta of the DMV reported that Barwick, 40, of Gibsonton, Fla., was found to have multiple log book violations, including an attempt to conceal the number of hours he actually drove over a seven-day period. Barwick had been stopped on Aug. 15 in New York for not having a medical certificate and on the day of the crash he was still out of compliance by not obtaining one, police said.

Officials said they would issue Barwick two traffic tickets totaling $427 for the violations and he was taken out of service for the log book violations.

Police also issued Barwick a traffic ticket for failure to drive to the right, which carries a fine of $156 and two points on his insurance.

Police said they found that Williams, the driver of the northbound tractor-trailer, was in possession of alcohol and prescription drugs not prescribed to her. They said she also had multiple log book violations and did not possess a valid medical certificate. They will issue Williams two traffic tickets totaling $232 for the violations and was also taken off the road.

Police will also issue two traffic tickets totaling $933 to the carrier Reithoffer Manufacturing Inc. in connection with the equipment violations and for permitting a medically unqualified driver to operate a commercial motor vehicle.

In other recent activity, VSP:

  On Aug. 23 received a report of the theft of a white, 12-foot Sunfish sailboat from private property in Panton. The Sunfish, valued at $2,000, was stolen sometime between the fall of 2010 and Aug. 21, 2011. Anyone with information is asked to contact VSP at 802-388-4919.

  On Aug. 24 were called to Burpee Road in Bristol to investigate the theft of three ATVs from the Hill farm. The ATVs, all of which had rear and front racks, were taken sometime between 1 and 3 a.m. that morning. Although troopers told the Independent late last week they have a suspect, they are still asking that anyone with any information contact them at 802-388-4919.

  On Aug. 24 at a little past 11 p.m. stopped a car driven by Walter Bell, 48, of Burlington on Lincoln Road in Bristol. Troopers subsequently cited Bell for possession of marijuana and a criminal count of driving with a suspended license.

  On Aug. 25 were called to investigate the report of stolen metal bulldozer tracks from the Lathrop Lumber Mill in Bristol. Approximately 40 to 50 metal bulldozer tracks, valued at $2,000, were reported stolen from a wooden pallet at the property. Anyone with information is asked to contact VSP New Haven at 802-388-4919.

  On Aug. 25 at 1:15 p.m. were called to investigate a traffic accident in Bristol. Trooper Busby said investigation showed that Alan Scott Powell, 59, of Bristol was driving a 2007 Chevrolet truck southbound on Route 116, and as he entered the one-lane bridge, he struck the right side of the bridge, resulting in massive front-end damage to the truck. Powell drove the Chevy approximately half a mile to the Big Wheel gas station and called for a ride, according to the trooper. State police responded to the scene and took Powell into custody and cited him for driving under the influence and leaving the scene of an accident; they said his blood alcohol content was more than twice the legal limit of 0.08 percent. VSP also notified the Agency of Transportation to have the bridge examined for structural damage resulting from the crash.

  On Aug. 26 at around 8:30 p.m. stop on a vehicle driven by 27-year-old Samantha Quesnel of Salisbury for speeding and defective equipment on Swamp Road in Cornwall. The trooper cited Quesnel for possession of marijuana.
