ACSU schools tighten spending

MIDDLEBURY — The Addison Central Supervisory Union’s seven elementary school boards have all been preparing 2010-2011 spending plans reflecting less than a 2 percent bump in spending, but education property taxes are still pegged to escalate at a much higher rate — including by more than 19 percent in Weybridge.

Changes in voyeurism law sought

MONTPELIER — The victim in a 2007 voyeurism case at Middlebury College urged the Senate Judiciary Committee on Wednesday to strengthen state laws in cases where someone records images of a person’s private areas or sexual conduct without having first secured that person’s permission.

At issue is bill S.218, sponsored by state Sen. Claire Ayer, D-Weybridge, on behalf of a Middlebury College graduate of the class of 2007.

Public's top bridge choice proceeds to design phase

ADDISON — Vermont and New York transportation authorities are proceeding with the design of a “modified network tied arch” span that will replace the former Champlain Bridge at the same location.

That news was confirmed on Thursday by Vermont Gov. James Douglas and Gov. David Paterson of New York. The modified network tied arch scheme was the overwhelming public pick from among six possible replacement options for the Champlain Bridge, which was closed Oct. 16 and imploded on Dec. 28 after having been deemed by state officials to be unsafe and unsalvageable.

Shard Villa now full after nearly closing

MIDDLEBURY — The Shard Villa residential care home continues to rebound from the brink, with board members announcing last week the historic facility has achieved full capacity with 14 residents.

“We’re hanging in there,” Shard Villa Director Deb Choma said on Thursday. “We’re doing alright.”

That’s a better prognosis than Shard Villa received last February, when a majority of its then-board of directors voted to at least temporarily close the facility in wake of financial problems besetting the elder care operation, established in 1919.

Student masters stock market

MIDDLEBURY — It’s been hard to make a buck on Wall Street during the past few years with a market that has been more bear than bull. It’s an environment that has chewed up and spit out many a seasoned broker.

Then there’s Forrest Wright-Lapin. At an age when most kids are collecting baseball cards and mastering X-box games, Wright-Lapin, 13, is proving himself to be quite the financial whiz kid. The Middlebury Union Middle School 8th-grader recently won first place in a statewide, scholastic stock market competition — and he did it without breaking much of a sweat.

UD-3 board declines to revisit budget

MIDDLEBURY — A majority of the UD-3 board on Tuesday rejected a motion to reopen the proposed 2010-2011 budget for additional cuts, stating it was too late in the process to make sweeping changes and that district voters will have a chance to send them a message about the spending plan on Town Meeting Day.

The board had called the meeting late last week after it received information from the state that indicated property taxes in some Addison Central Supervisory Union towns could be rising dramatically despite a proposed 2.81 percent increase in spending.

County VSP commander leaving; new leader eyed

NEW HAVEN — Vermont State Police Lt. Bruce Melendy on Friday will conclude a two-year stint as commander of the VSP’s Addison County barracks in New Haven in order to take the helm of the department’s Derby headquarters.

State police officials plan to fill the Addison County position by early February; in the meantime, senior staff will manage operations at the VSP’s New Haven barracks on Route 7.

Clippings: Daughter more than treading water

I (vaguely) recall my first swimming lesson amounting to something like this: My instructor, probably an overzealous young punk who must’ve studied under Genghis Khan, picked me up and chucked me into the community swimming pool. It was the lunkhead’s way of cutting to the chase, I suppose, reasoning in a Neanderthal kind of way that if the little kid instinctively moved his arms and legs in a desperate act of self-preservation, he was teachable and could earn his water wings.

ACSU budgets hit hard by state aid calculation

MIDDLEBURY — The UD-3 school board will hold a special budget meeting this Tuesday, Jan. 12, to discuss new education funding information from the state that indicates the seven towns in the Addison Central Supervisory Union could be in store for even worse budget news than they had anticipated.

Middlebury Selectman Keeler to step down

MIDDLEBURY — Middlebury Selectman Don Keeler will not run for re-election this March, citing a desire to at least temporarily take a break from town government activities and give someone else a chance to serve the community.

“I thought long and hard about it,” Keeler said during an interview last week. “I just think that with the six years I’ve served, along with the six years I served during the late 1970s and early 1980s, I’ve done my part. It’s time for some new blood.”
