Lawmakers: Tax hikes and cuts loom

MIDDLEBURY — Local lawmakers served notice on Monday that they will need to raise revenues and cut some programs in order to draft and pass a responsible fiscal year 2014 state budget.

At a Legislative Breakfast at the American Legion in Middlebury, Rep. Willem Jewett, D-Ripton, said this is the toughest financial year he has seen since being elected to the House 10 years ago. The House majority leader noted the federal government was able to cushion some of the financial blow of the recession through millions of dollars in stimulus funds.

Mental Health First Aid class offered for first time

MIDDLEBURY — When most people think of “first aid,” they think of cardiopulmonary resuscitation, the Heimlich maneuver and other emergency measures to keep someone alive during a physical crisis.

Now the Counseling Service of Addison County (CSAC) wants people to be able to dispense first aid to people suffering from what might be less overt, but very serious mental health ailments.

Earned Income Tax Credit Plan panned

MIDDLEBURY — Gov. Peter Shumlin’s proposed redirection of $17 million from the Earned Income Tax Credit (EITC) program to help expand early child education programs drew some criticism at Monday’s Legislative Breakfast at the American Legion Post in Middlebury.

Shumlin’s proposal has come under fire from those who contend that reduction in the EITC benefit will hit low-income recipients the hardest.

WhistlePig Act 250 opinion could affect Vermont agriculture

SHOREHAM — Raj Peter Bhatka’s argument that his proposed whiskey distillery should be considered a farm operation does not hold water and therefore should be subject to Act 250 review as a commercial enterprise, according to a recent opinion issued by District 9 Environmental Commission Coordinator Jeffrey Green.

And the reason Green believes Bhatka’s argument doesn’t hold water is because the whiskey he would make will hold a lot of water.

Mary Hogan sees a proposed spending hike of 4.5%

MIDDLEBURY — Middlebury voters on April 10 will be asked to approve a 2013-2014 Mary Hogan Elementary School budget of $6,418,788, reflecting a 4.46-percent increase in spending that would preserve current programs and beef up science, technology, engineering and math instruction.

The proposed budget does not include a second-language (Spanish) program that the ID-4 school board has been discussing for the past few years. The board elected to take a pass on such a program, at an estimated cost of $144,671, in favor of a greater focus on math and sciences.

Shumlin: Education leads to good jobs

BRISTOL — Gov. Peter Shumlin on Monday at a legislative luncheon in Bristol urged Addison County residents and their legislative delegation to support his public education reform agenda in the next two legislative sessions.

He said that maintaining the status quo will leave future generations of Vermonters unable to compete in the regional or global economies.

MIDDLEBURY — The Middlebury selectboard on Tuesday overwhelmingly endorsed Jamie O. Gaucher, deputy chief of the West Virginia Small Business Development Center, as the town’s first-ever business development director. In this job he will be responsible for bringing new jobs to Addison County’s shire town.

Gov. Shumlin defends break-­open ticket tax

BRISTOL — At a public luncheon at American Legion Post 19 in Bristol this week, Gov. Peter Shumlin defended his plan to fund a program to weatherize Vermont homes by taxing break-open tickets.

The Vermont Home Energy Challenge is an Efficiency Vermont-led effort to weatherize 80,000 homes by the year 2020. The program is particularly directed at porous homes from which expensive heat is escaping.
