VERMONT — Under the shadow of fiscal cliff negotiations, Congress last week also passed measures to avert an anticipated spike in milk prices, which in the absence of a new Farm Bill was set to occur on the first of the year.

Dairy farmers lose federal safety net

ST. ALBANS — When the U.S. House of Representatives adjourned on Sept. 28 without passing a new Farm Bill, it not only left dairy farmers without a safety net, it raised the specter of chaos in agricultural markets.

In effect, Congress’s failure to act could trigger a so-called permanent law that, it is estimated, could raise the parity price of milk to the $40 per hundredweight (cwt.) range.

Critical farm bill stalled in house

WASHINGTON, D.C. — The 2012 federal farm bill, which determines five years of agriculture and nutrition policy, could be postponed for another year, according to U.S. House of Representatives majority leaders.

That prospect left Rep. Peter Welch, D-Vt., concerned by the prospect of a one-year extension of current agricultural policies and its potential effects on Vermont farmers.

“This would be very harmful to Vermont dairy farmers and others around the county,” said Welch on Tuesday.

Dairy farmers urge reform in farm bill

MIDDLEBURY — If market reform measures do not pass in this year’s federal farm bill, Vermont dairy farms will have a hard time staying in business, local dairy farmers told Rep. Peter Welch, D-Vt., last Thursday morning.

Without dairy reform, said Marie Audet of Blue Spruce Farm in Bridport, “I just don’t understand how our little farms will survive this fall. The farms that were on the brink three months ago, I don’t know how they can look to the future.”

Farm bill negotiations put food aid on the line

WASHINGTON, D.C. — The U.S. Senate approval of the 2012 farm bill last week has Vermont nutrition officials and advocates alike worried about funding for SNAP, the Supplemental Nutrition Assistance Program formerly known as food stamps.

“The need for food (assistance) is at an all-time high,” said Jeanne Montross, executive director of Helping Overcome Poverty’s Effects in Middlebury. “Losses to the SNAP program are going to mean more people going hungry, and it’s going to lay an even higher burden on our food shelves.”

When the “supercommittee” on debt reduction collapsed one of the proposals that collapsed with it was a potential change in the nation’s dairy policy by year’s end. Federal price supports for agriculture, as with everything else, are the obvious targets of budget cutters, then, and now.

Farm Bill revisions up in the air as deadline nears

VERMONT — Vermonters are watching with bated breath as lawmakers in Washington, D.C., debate the next Farm Bill, a law renewed every five years that defines federal agricultural spending and legislation.

Or rather, Vermonters are trying to watch. Even those keeping tabs on the process, however, say they have little idea of what’s being discussed behind closed doors.
