ADDISON COUNTY — When John St. Germain, 21, of Shoreham made his daily trip to Maplefields to pick up a pack of cigarettes on July 1, he looked past the cashier, realized the price of cigarettes had skyrocketed overnight, pushed his wallet back into his pocket and walked out the door empty-handed, swearing never to buy another pack again.

What happened was the state’s 38-cent cigarette tax increase went into effect, raising the total tax per pack from $2.24-$2.62.

“I think it’s a strong issue that needs to be addressed,” the co-owner of Woodard’s Marina said during a press conference hosted by Rep. Peter Welch, D-Vt., at the marina’s fuel dock last Thursday morning. “I would like to see a supply of non-ethanol fuel for recreational use.”

MIDDLEBURY — Gov. Peter Shumlin said on Monday he could not have imagined a more successful inaugural legislative session as the state’s new chief executive officer.

“It was truly extraordinary,” Shumlin said of the 2011 Legislature’s accomplishments, which included passing health care reform; balancing a fiscal year 2012 budget that was saddled with a $176 million revenue shortfall and no federal stimulus funds; and advancing the administration’s goal of extending wireless broadband access to all parts of the state by 2013.

MIDDLEBURY — Sen. Claire Ayer, D-Weybridge, received a lot of feedback on Tuesday in wake of the Senate’s passage, by a 21-9 vote, of a bill that lays the foundation for a single-payer health care system in Vermont.

But perhaps none of the feedback touched her as much as a message she got from the parents of her new grandchild, who turned two years old this week.
