Middlebury considers future of K-9 program

MIDDLEBURY — Middlebury selectmen are considering the disposition of equipment from the Middlebury Police Department’s K-9 program. It’s a program that currently faces an uncertain future, as officer George Merkel — owner and handler of police dog Akido — is taking the animal with him to Vergennes where he will soon begin his role as police chief.

Carrara pit expansion gets OK

EAST MIDDLEBURY — While the Middlebury Development Review Board (DRB) continues to gather testimony on the Fenn gravel pit proposal on Route 116 (see related story), the board recently issued a conditional use permit to a less controversial pit proposal off the east side of School House Hill Road.

The property in question is owned by J.P. Carrara & Sons. Plans call for Carrara to extend its existing 20.4-acre sand and gravel pit by 8.5 acres onto an abutting parcel the company owns to the east. The balance of the land, 30.5 acres, is to be left as undisturbed woods.

Fenn gravel plan draws more fire

MIDDLEBURY — The Middlebury Development Review Board (DRB) on Monday continued its evaluation of the hotly contested Fenn gravel pit off Route 116, with testimony focusing on truck traffic and dust the project could generate.

Neighbors of the proposed pit again packed the Ilsley Library conference room to dispute the development team’s contentions that trucks could safely merge and coexist with current traffic on Route 116, and that the project site — if properly maintained — would not generate enough dust and environmental impurities to pose a hardship to surrounding residents.

Bristol pens proposed standards for gravel pits

BRISTOL — The Bristol Planning Commission last week wrapped up the first draft of a new zoning ordinance that planners hope will go before voters in March. The ordinance, if approved by voters, would regulate the mining of earth resources in the town, governing the hot-button issue extracting gravel, among other natural resources.

Selectmen hold line on Middlebury budget

MIDDLEBURY — Middlebury selectmen this week will begin crafting a fiscal year 2011 spending plan with the collective goal of keeping the same municipal tax rate for a second year in a row, or perhaps even lowering it.

“We need to be very careful about this budget,” Middlebury selectboard Chairman John Tenny said, alluding to the ongoing recession and job losses that continue to hit the county.

Artim to join Middlebury selectboard

MIDDLEBURY — Middlebury selectmen on Tuesday picked Brookside Drive resident Nick Artim to fill out a term vacated at the end of last month by longtime Selectman Bill Perkins.

Artim was one of four candidates who had declared interest in replacing Perkins, who has moved to Colorado. The other candidates were residents Jeremy Rathbun, Ted Shambo and Travis Forbes. Artim and Rathbun showed up for public interviews with selectmen on Tuesday; Forbes withdrew his name from contention before the meeting, but said he may run for the spot when it comes up for election next March.

Bristol sets bond vote for Holley Hall repairs

BRISTOL — Bristol selectmen on Monday set the date for a bond vote that could fund substantial repairs for Holley Hall.

The town will decide on Dec. 8 whether to authorize the use of up to $750,000 to make the building more handicap accessible, fix structural and wiring problems, and reorganize the basement town offices.

City could allow backyard chickens

VERGENNES — City Planning Commission Chairman Neil Curtis discussed at the Oct. 27 city council meeting two issues planners have dealt with in recent months: backyard chickens and off-site sandwich boards.

Essentially, Curtis said planners believe that all chickens are illegal under current zoning, but that new laws could offer room for compromise.

“That’s something we’d like to consider changing for smaller numbers,” he said, noting planners also believe aldermen should consider a “nuisance ordinance” for backyard fowl violations rather than harder-to-enforce zoning provisions.

Aldermen could take up issue of ownership of city rec land

VERGENNES — Vergennes aldermen on Oct. 27 inched closer to a decision to accept ownership of the land under the city pool and nearby recreation facilities and discussed a way to help finance long-term operation and maintenance of the pool.

City Manager Mel Hawley suggested that the city council should request that the Vergennes ID school board, which now owns the land but is scheduled to dissolve next June, sell an adjacent eight-acre parcel it also owns and turn the proceeds over to the city.

The take from the sale could create a fund to help Vergennes afford pool ownership, he said.

Four eye Middlebury selectboard spot

MIDDLEBURY — Four Middlebury residents have stepped forward hoping to fill the remaining four months on soon-to-be-former selectman Bill Perkins’ term.

Perkins confirmed on Oct. 13 that he will officially step down from the board at the end of this month. He is moving to Colorado and therefore cannot continue in a post he has held since 1992.
