Ways of Seeing: Vt. health care could use a little prevention

Gov. Shumlin’s admission that Vermont would not be achieving single-payer health care in 2017 has disappointed a lot of people. I even received a sympathy card about it, from a good friend in Portland, Ore.! It is sad to imagine that folks all over the United States may have been looking to Vermont for a workable solution to the healthcare crisis, and now we are letting them down due to budgetary woes.

Education plan faces hurdles in state Senate

SHOREHAM — The Education finance reform bill approved by the Vermont House last Thursday would accomplish three things, according to Rep. David Sharpe: set a statewide education property tax rate, cap school spending for three years and create larger school districts.

The Bristol Democrat, who chairs the House Education Committee, described the bill at a Legislative Breakfast in Shoreham on Monday, where local lawmakers also shared details of what has already been a busy April in the Statehouse.

Sen. Bray calls for group to propose changes to utility siting process

SHOREHAM — Addison County State Sen. Chris Bray, chairman of the Senate Natural Resources & Energy Committee, will seek legislative approval for a “working group” that would study the manner in which the Vermont Public Service Board reviews and approves energy projects, and then propose ways to improve that process.

Lawmakers: Health reform is on track, but new taxes loom

SHOREHAM — “It’s been extraordinarily frustrating,” Rep. Diane Lanpher said of Vermont Health Connect’s track record to date. The Vergennes Democrat gave those remarks during a discussion with other local lawmakers of the state’s health care exchange at a Legislative Breakfast in Shoreham Monday morning.

“What started as really good policy at the federal level could not be rolled out in a way that … met where the policy was going,” Lanpher added.

Editorial: Senate can tweak H.361, but must keep ball rolling

As the Senate takes up the House passed education bill, H.361, the goal in the legislation is to take small steps toward progress, allow for local control and not threaten schools or communities with repercussions that cause undue hardship. The legislation does this, ironically, by being purposely imprecise. But it’s that imprecision that critics have attacked.

Guest Editorial: $200 million for Vt.'s health exchange? What's Plan B?

The cost of the Vermont Health Care exchange recently took another jump. It is now expected to cost $200 million, which is the equivalent of billing every man, woman and child in Vermont $320.

For something that has yet to work.

Vermont’s exchange serves roughly 30,000 people (a fraction of what was intended,) which means the per-person cost is $6,666.

On Point in Education: Incentivizing our education system

The House Education bill, H.361, is out. This rangy bill covers a considerable number of educational issues, and carries with it many of the ideas that had been raised through House Speaker Shap Smith’s education workgroup. Specifically, it bears down on both education spending and governance, proposing a spending cap and an incentive/disincentive approach that aims to move us forward collectively and strike a balance between mandate and self-selection.

Opinion: Senate gun bill passage is a public health imperative

The Vermont Public Health Association is greatly concerned about gun violence death and disability and its profound and lasting negative effect on families and communities. Thus we support the 2015 Legislature’s efforts to create legislation that will minimize Vermonters’ exposure to ill-intended or accidental gun violence.
