Community Forum: Legislature ignored key issues this session

This week’s writer is Rep. Heidi E. Scheuermann, who is in her fourth term in the Vermont House.

There have been many opinions about how successful the 2013-2014 legislative session was.

Just prior to adjournment, Gov. Peter Shumlin told the House of Representatives “we have made this biennium one of the most productive in recent memory.” In other press reports, House Speaker Shap Smith called the last session “incredibly productive.”

Eric Davis: Shumlin out-of-step on campaign financing

Sen. Patrick Leahy, chair of the Senate Judiciary Committee, convened a hearing last week on a constitutional amendment to allow Congress and the states to regulate campaign finance. The Supreme Court’s interpretation of the First Amendment, in Citizens United and other cases, does not now permit many types of campaign finance regulation.

Sen. Bernie Sanders is seriously considering running for president in 2016. The need for fundamental campaign finance reform would be one of the issues Sanders would emphasize in his campaign.

New Open Meetings Law raises questions

MONTPELIER — Gov. Peter Shumlin has signed a bill that makes changes to the state’s open meeting laws; some organizations have raised concerns that the new law will decrease transparency in government.

The intention of the law is to modernize the state’s open meeting laws, which Shumlin said have not been significantly updated in several decades.

Editorial: Republican's retort big on criticism, but lacking courage

Rep. Heidi Scheuermann, R-Stowe, opted not to represent her party as the gubernatorial candidate to challenge Gov. Peter Shumlin for reelection this November, but that doesn’t mean she isn’t interested in running for the state’s top office down the road, or at least grabbing the political spotlight when she can. That seems obvious from her op-ed released at the end of last week challenging the Democrats’ estimation of their own performance this biennium.

Editorial: Lisman's choice opens up new role for Campaign Vermont

In state political news, the biggest announcement of the week was Bruce Lisman reporting that he would not be running for governor against Democrat incumbent Peter Shumlin. That seemingly gives Shumlin clear sailing for another two-year term. Considering the controversial issues at stake — paying for health care reform, restructuring school governance and getting school spending under control, and keeping a lid on state taxes, to name a few — it’s surprising that a strong opponent hasn’t yet emerged.

U.S. Energy Secretary talks climate change at Middlebury College

MIDDLEBURY — The U.S. Secretary of Energy praised Vermont’s efforts in renewable energy development and defended the expansion of natural gas use at a panel at Middlebury College Friday morning.

Secretary Ernest Moniz was flanked by the state’s Congressional delegation and Gov. Peter Shumlin, as well as state business and academic leaders.

Local lawmakers review the 2014 session

MONTPELIER — Local lawmakers and Gov. Peter Shumlin this week were tying a bow on what they said was a very productive 2014 session of the Vermont Legislature, one they said has paved the way for new jobs, fewer drug addicts, a higher minimum wage and a record investment in the state’s roads, bridges and culverts.

Lawmakers wrapped up their work at the Vermont Statehouse on Saturday, May 10, capping more than four months of work on a litany of issues ranging from boilerplate municipal charter changes to a $5.5 billion state budget.

Editorial: H.552 — House plan unravels state's pro-business efforts

The primary reason to phase in the minimum wage hike in Vermont from $8.73 per hour to $10.10 per hour over three years—instead of rushing to that level by Jan. 1, 2015 as House bill H-552 mandates—is so Vermont businesses can gradually adjust to the 15 percent hike in labor expenses and are not put at a disadvantage with neighboring states.

That argument, and the big-picture narrative that goes along with it, seems lost on many members of the House.
