Middlebury residential tax rate up by 8.4 cents

MIDDLEBURY — The Middlebury selectboard on Tuesday approved a fiscal year 2015 municipal tax rate of 94 cents per $100 in property value, representing an almost 3-cent bump and a 3-percent increase from the current town rate of just over 91 cents.

When added to education property taxes computed by the state, Middlebury taxpayers will be assessed an overall fiscal year 2015 residential property tax rate of $2.717 per $100 of property value.

That rate is up 8.4 cents from the fiscal year 2014 rate of $2.633, an increase of about 3.2 percent.

City's municipal tax rate up 9 cents

VERGENNES — Vergennes aldermen on Tuesday made final their decision to adopt a $2,087,959 city budget that means a 9-cent increase in the municipal tax rate, of which 7 cents will pay for the new Vergennes police station.

The new rate aldermen adopted on Tuesday to solely fund city services, not schools, is 72.5 cents, up from the current 63.5-cent rate.

Lawmakers lament school tax hikes

MIDDLEBURY — While the Vermont Legislature did not convene last week, lawmakers received a homework assignment doled out by area voters on Town Meeting Day: Do something about rising education property taxes.

Vermont residents voted down 35 of approximately 250 school budgets that were on communities’ town meeting dockets on March 3 and 4 — the largest number of failed spending plans since the advent of Act 68 in 2005, according to Rep. David Sharpe, D-Bristol.

VUHS seeks to close $1 million budget gap

VERGENNES — The Vergennes Union High School board is looking at a budget draft that if adopted as it stands could, according to Addison Northwest Supervisory Union officials, trigger a 20-percent hike in the VUHS portion of the property tax rates in the five ANwSU towns.

Around 100 students, residents and teachers attended a Wednesday VUHS board meeting at which board members wrestled with a preliminary budget draft that could boost school spending next year by about 5 percent to almost $10 million, not including a separate $100,000 Capital Improvements Fund.

Property taxes drop in Ferrisburgh

FERRISBURGH — Thanks to Ferrisburgh’s recently completed town-wide property reappraisal, town taxpayers are looking at lower rates this tax year, by about 8 cents for homeowners and 10 cents for commercial property owners.

Town Clerk Chet Hawkins said Ferrisburgh’s Common Level of Assessment (CLA) — which measures how the town’s property assessments stack up to fair market value, according to Vermont Department of Taxes calculations — rose by about 10 percent after the reappraisal.

Lawmakers get an earful from citizens on shoreline bill, soda taxes

BRIDPORT — Lawmakers and several dozen Addison County citizens gathered at the Bridport Community Hall for a legislative lunch on agricultural issues, but the hot-button issues discussed over the meal were not directly related to agriculture.

Rather, citizens in attendance wanted to pick legislators’ brains over a controversial shoreline conservation bill, H.526, which netted statewide attention after clearing the House late last week, and over a tax package that would lift the tax exemption on items including bottled water, soda, candy and dietary supplements.

Weatherization bill faces hurdles, funding still up in the air

MIDDLEBURY — The Vermont House has moved along a bill that promotes the weatherization of citizens’ homes, but it remains unclear whether lawmakers will be able to assemble the necessary funding to help pay for the initiative.

The House last week voted 109-27 in favor of sending bill H.520 along to the Senate. That bill sets the state on a path to weatherize 80,000 Vermont homes by the year 2020, acknowledging that many abodes are porous and are losing costly heating resources to the outdoors.

Peter Shumlin’s pitch to avoid higher taxes resonates with the average Vermont voter and Main Street businesses, while Speaker of the House Shap Smith has the political muscle of the House (and the support of a host of lobbying groups representing the low-income population) on his side to support a package of tax increases to balance the budget.

Lawmakers ready for tax hike votes; expect pain at pump to help fix roads

BRISTOL — Local lawmakers were poised this week to vote on several tax initiatives aimed at improving the state’s road and bridges and backfilling federal dollars for health care and other services.

Lawmakers commented on those challenges at Monday’s legislative breakfast at the Bristol American Legion Hall. Chief among those tax proposals: A plan to raise the state’s gasoline tax by 2 percent this year and next year.

Vermont lawmakers consider tax and fee increases

VERGENNES — When lawmakers return to Montpelier this week after their Town Meeting break, they will continue consideration of where to get revenues for state programs.

Lawmakers at the Legislative Breakfast in Vergennes last week discussed potential increases in existing fees and taxes, as well as Gov. Peter Shumlin’s proposed new 10-percent surcharge on break-open tickets sold by various civic groups, including the American Legion Halls.
