Editorial: Is fear of the unkown preventing education reform?

Among the many issues tackled this legislative session, the outcome of several education initiatives was a mixed bag. To its credit the Legislature did expand access to universal pre-kindergarten education to all three- and four-year-olds at a modest cost as 80 percent of schools already had such programs. Combined with a $37 million federal grant to support early childhood education programs, the very youngest Vermonters now have a brighter future than ever before.

Editorial: Middlebury's moment — take time to do projects well

Good for Middlebury. Residents turned out in high numbers for a revote on a municipal bond that confirmed its earlier decision to go forward with the proposed $6.5 million project. That 1,600 people turned out for a revote in mid-May, just 119 fewer than the initial Town Meeting Day vote, is a credit to voter participation and community interest.

Editorial: Vote this Tuesday

Special elections are notorious for smaller turnouts. That’s particularly unfortunate for issues of importance and which have dominated the public discourse for months. In Middlebury, almost 1,700 cast votes on Town Meeting Day to decide in favor of a $6.5 bond to build a new municipal building and recreational center. Almost certainly, fewer people will vote in this reconsideration on Tuesday, but hopefully a reasonable number will turn out so that the issue can be put to rest.

As Middlebury residents face a revote next Tuesday on its proposed $6.5 million municipal building/recreational center project, we tip our hats to the more civil nature of the debate this time around. Arguments have stuck to the core issue of the value of the buildings being proposed, their location and how well they will collectively serve the public.

Guest editorial: $3.5 billion tidal wave of confusion coming your way

On Jan. 1, 2017, Vermonters will begin the “transition” away from the property tax to the income tax as a way to pay for our schools. The income sensitivity program that applies to two-thirds of Vermont households will be phased out and the revenue raised for our schools will come from a blend of property tax payments and the income tax.

Editorial: Questions and potential solutions for Phase II

Vermont Gas is getting the jump on its next public information campaign by hosting a series of community hearings for Phase III of its natural gas pipeline extending from Middlebury to Rutland. The target is to complete that section of the pipeline by 2020 at a cost between $130 million to $160 million.

For affected landowners in Middlebury, Salisbury, Leicester, Brandon and south, an open house in Brandon will be held May 8. (See story on Page 1A.)

Editorial: Miller's appointment resets pledge to proceed with care

In an interview with Lawrence Miller last week that ran in Thursday’s Addison Independent that explored Miller’s new position as the governor’s senior advisor and Chief of Health Care Reform, there were two take-home comments that can’t be emphasized enough: that the state won’t push forward with a single payer system that puts the state’s economy in jeopardy, while also saying the state would not go back to the status quo that saw health care costs escalate annually beyond the point of sustainability.

Editorial: H.883 — Changing status quo needed to improve outcomes

At Monday’s legislative breakfast, Weybridge resident Fran Putnam asked an important question concerning a legislative proposal to consolidate school governance districts as drafted in H.883: “Before we totally throw the baby out with the bathwater,” she said, “we really need to think about: What is the problem we’re trying to solve, what is the goal here, and is this the best way to do it?”

Rep. David Sharpe, D-Bristol, answered that question in part:
