Granville Town Meeting Preview 2019

GRANVILLE — At town meeting last year Granville residents considered some monumental issues, including creating a town highway department and expanding its selectboard from three members to five. Neither of those articles passed.
This year’s town meeting, slated for 6:30 p.m. on Tuesday, March 5, at the town hall, looks to have fewer potentially earth-shaking questions before the voters. Other than the budget, the biggest question is whether the town should establish a Fire Station Reserve Fund to update its Route 100 firehouse and to appropriate $20,000 as an initial deposit into the fund.
Another question before townspeople will be whether the Corner School Resource Center should be exempt from property taxes for five fiscal years beginning this July 1. The old school house on the edge of the village in the last year has received a new paintjob and a new roof, hosted a day of listening to Granville stories and begun an effort to organize the records of the town’s 10 historic one-room school houses
Granville will vote on a total spending budget of $385,882, which is $12,383 (or 3.1 percent) less than the figure approved for the current fiscal year. The proposed budget would lower total municipal spending by 3 percent to $185,482, and lower highway spending by around 4 percent to $200,400.
Lest voters think that total spending would fall this year if budgets are approved as warned, the town report notes that the other appropriations on the warning if approved with add another $19,000 to town spending in fiscal year 2020 to a total of $411,382, which is $6,618 more than in FY2019.
Several positions are up for election, including town moderator Roger Strauss. Selectboard member Bruce Hyde’s three-year term on the board is up for election, as is the three-year terms of Kathy Werner for town clerk and town treasurer.
