Road rage in Salisbury: one car rams another on Route 7

SALISBURY — A Shoreham man on Monday pleaded innocent in Addison Superior Court, criminal division, to a misdemeanor charge of reckless/gross negligent operation of a vehicle after he allegedly rammed another vehicle while traveling on Route 7 in Salisbury on Oct. 31 in what Vermont State Police claim was a case of road rage.
The accused is 42-year-old Todd E. Norris, who VSP Trooper Eugene Duplissis said was driving a bright teal Nissan that was allegedly in pursuit of the driver of a dark blue Subaru — a person with whom Norris was having a dispute, according to court records. The driver of that Subaru told police that he had been driving northbound on Route 7 when he saw Norris traveling southbound on the same road, according to court records.
The Subaru driver alleged that Norris turned around and caught up with his vehicle and allegedly “ran into the back of his car and the side of his car,” according to Duplissis’ affidavit.
The victim alleged that Norris then pulled his vehicle alongside the Subaru, whereupon a woman in the front passenger seat of Norris’ vehicle displayed a handgun, according to court records. This allegation could not be verified by witnesses, according to police.
Police surveyed the Subaru and saw some teal paint transfer and damage along the driver’s side, according to court records. Authorities also saw a sawed-off hockey stick handle on the passenger seat of the Subaru, according to court records.
State police then paid a visit to the Norris residence. While Norris was not there at the time, police contacted him by phone and Norris claimed that the Subaru driver had threatened him, had previously slashed his tires and had thrown a bottle at his Nissan earlier that day, according to court records. Norris also alleged that the Subaru driver had struck him as he was attempting to pass him and get him to pull over.
Norris also told police that he and the Subaru driver stopped at the side of Route 7 after their vehicles had collided, whereupon the Subaru driver allegedly “got out of his car with a bat and smashed the windshield on his car” while his (Norris’) son was in the vehicle, according to court records.
Witnesses came forward to offer their own accounts of the incident, according to Duplissis’ affidavit.
Two separate witnesses reported seeing the teal Nissan “purposely hit the other vehicle at least twice, then take off,” according to court records.
Another witness claimed to have seen the two vehicles stop in the middle of Route 7 in Salisbury, whereupon the Subaru driver allegedly “got out of his vehicle with a bat or stick and strike Norris’s vehicle.” That witness also claimed  that Norris got into his vehicle and “reversed into (the Subaru), striking his vehicle before they both took off,” according to court records.
